I had the same problem on a 68' Hemi Road Runner that was using the original charging system, no modifications. I replaced the original mechanical style voltage regulator with a solid state one and fixed the problem.

Can't answer your question about time delay relay, never had to use one. Just a simple 4 wire relay with a 10 amp fuse wired in on battery power wire is all that's needed. Don't make it more complicated than it needs to be. The pink EFI and Ignition wires only need to see 12V ignition power...

I’ve done it several times. I have short pieces of rubber hose cut to slide over wiring and tape in place so they can’t ground out. Never had a problem.
You should have a pink wire for the hyperspark distributor and a pink wire for the EFI throttle body wiring harnesses. Both pink wires have to go to a 12 volt source when cranking and when key released to run postition.
