Top of quarter trim installation

I am in the process of installing the upper molding that snaps on the top of the quarter panel. My question is do the clips snap on the quarter first or do they fit into the trim and snap down with the trim. It appears I have two staked in to the front of the short section of trim.

I believe the clips slide into the moulding, then snap on the ridge quarter. Mine have always come off with the trim and stayed in there.

That makes sense. The front shorter clips stayed in my molding the rest stayed on the car.

I put them on the car first but it can be done either way
