Its not unusual to get a bad starter these days. I had a starter for my Roadrunner that was not engaging completely from day one and eventually didn't engage at all.
Then recently on my 2022
ram 3500 had a starter quit completely at 12000 miles.
Vacuum advance is on the distributer, near the wiper motor in your picture and the vacuum port to connect it to is on the carb under the fuel inlet and between the mixture screws.
OK I'll agree, knew it was Dodge by the center cap, but not owning, was guessing on year by the wheel being similar to 68 Plymouth. Who says your too old to learn something new? ruffcut
Yes, here in NW PA unusually dry also for this time of year. More common to be rainy and cool, but temps have been warm during the days with frosty nights. Last week I saw a low of 21* F.
Not complaining.
I'm sure it will get back to more normal before too much longer.

You may not need to replace, only reassemble , but will need to fix the collapsed steering shaft. FYI, hammers can cause more trouble than they fix. ruffcut
