From the looks of the original wiring diagram, everything is hot (bulb and all) as long as the key is "ON", and the one wire to the brake sensing block allows the wire to ground when there's an issue... This would allow the light bulb to illuminate.
To put it another way; imagine a two wire pigtail for the light.... one wire is 12 volt hot when the key is on, the other is the ground, which would go to the brake block.
I don't have a brake block here to confirm the operation, but thats the way it looks on the original diagram.
