I was driving though town and caught out of the corner of my eye what I though was the strange looking tail end of a Charger or something Mopar anyway. So I get back today and it's still there. Ok street looks safe, what can happen in broad daylight anyway.

Yeah, if it’s painted by request or with permission I think that sort of stuff can be art.
If it’s “tagging” or just random **** spray painted on public buildings and structures I think it’s vandalism and the perpetrators should be flogged in the town square, like they do in Singapore.
 
Looks to be by ''Permission Granted''. Seems like the paintings keep changing. I'll keep a eye on it and see how long it stays up. At least it is not a rice burner or F & F with a blower sticking out of the hood.
 
In 2003, I found an entire city block in Havana, Cuba, all "graffiteed" by a local artist and met him at his studio there (smoking a cigar). He looks a little older in the following photo I found on the internet.

I know several well respected artists that came from a humble illegal spray can art works. Now the street art is part of their history and spoken about in many interviews with the media.

It is a art work of a Charger that Bruce Harvey Pro Comp Customs in Glenshaw (pittsburgh) built and modified. I sat in the Charger and cracked my head off the roll bar and it is very low and chopped. I am 5'7" 140 pounds and barely could get in the damn thing.
 
It looks to be art (permission).
The artist(s) know their car culture.
I see Harley, Hotwheels, and Mooneyes likenesses.

Showing car culture means there is still Interest out there . I like it. No messages of anything else to sway a person .
 
We have a Bosnian graffiti artist in town. He painted the Sistine Chapel on the ceiling of his restaurant..................with Krylon. His spray bomb work is amazing.
