I agree as the American automobile has progressed from a
teenagers right of passage in the US, to a conglomerate
of world perception as to what the automobile should be to fit the masses
and the ability to control.
My best and long remembered
experience was when dad (a Korean
veteran), turned me loose on an
abandoned Morris Minor. "Get it to
run and it's yours"
All decisions to get it to that point were
mine.
I never did get that car registered and
legal for the street, but I sure as hell
had fun ripping up a few stretches
of desert.

Varies by state.
All require(that allow) to follow traffic laws.
Some states have a minimum speed limit on certain highways. I don't know any horses that can run 40mph.
If it craps in the road you have to pick it up or get fines. City ordinance may prohibit entry. May require a buggy to be considered a road vehicle, buggy may need to be registered, have lights, etc.

Steam would fall under the same things. Curiously though, Steam power is considered external combustion, and as far as I know is either not addressed or ignored for CA's upcoming ICE ban. So you may have cracked the code there. If a manufacturer would make a new steam powered car, it would still be required to have all this technology in it though.
 
I recall a GM commercial a few years back where the police were following a stolen vehicle. The police called into (On-Star) and they first verified they had the right vehicle by (On-Star) making the vehicles lights flash, which confirmed it was the vehicle in question & then the vehicle was shut off by (On-Star). This was a few years back but if they could do that then; what are they capable of now? Some people complained that trouble codes were being sent undetected into the vehicle causing it to run crappy & need unnecessary service at the owner's expense. What a world!?! I am glad I am a senile citizen and won't have to deal with crap in the future! :p :BangHead:

They have done stuff like that since the late 90's generation of vehicles, just not always in real time.
I had a 98 Expedition. Super reliable, ran it up to almost 200k and spent basically nothing on it besides oil changes tires and brakes. One alternator(2 but thats a different story and not the vehicle)
I got engine codes, and a few things would stop working. Once the transfer case quit. At exactly 105,000 miles. I unhooked the battery for a day. never had an issue again.
Got a code about a bad coil on a cylander(to that effect anyway) Exactly 120,000 miles. Did the battery again.
Something else happened at 145,000 miles. Battery. I mean I unhooked it again, not replaced it. I didn't even check the code that time.
When I bought it used it had 82k on it. I was told by the dealer previous owner had just replaced the climate unit in the dash at 80k. I still chuckle to myself about that a little.

Something was programmed in the ECU, least that is what I figured by the third go around under my ownership.
