It's a combination wrench. All the oddball sizes were used for machine screw nuts on points, condensers, and coil connections. They were called "Ignition Wrenches" for that reason. I sold a lot of these through the years. The wrenches in the Mac set are "angle wrenches" and really help get in those tight spots.I think that is a open end/box end wrench.
These days you can just buy 'Crows feet' wrenches that fit on an extension bar.One of my dad's customized wrenches from 50+ years ago - I'm sure you will know what the purpose was..
