Seat-Back - Retainer Clips

I brought my seat to get refoamed in one piece and got it back in 3 and I'm having trouble getting the retainer clip to stay on. It's washer and clip outside the bracket right? also should me seatbelt be through the bracket or outside as I have it I don't recall?

From what i can gather from pics online the belts don't go through the bracket and I'm missing the plastic covers (never knew there were supposed to be some there) I've tried forcing the retaining clip on with pliers and a socket and no go. The drivers side is holding barely and the passenger side won't stay How much is left showing when the clips are on all the way?
