Torque converter bolt removal

I am trying to remove my 318 engine, and having a hard time with the torque converter bolts. I remove the small inspection cover, but the dustcover seems to still cover a small portion of the head of the bolt. Do I have to completely remove the entire dust covered to get the bolt out? Could use a little help.
 
Take the dust cover off. Then you should have enough room to get the bolts out.
 
Pull all your spark plugs...stick the trans into neutral...and use the crank bolt, up front, to be able to turn the engine by hand, and expose/remove each converter bolt. That's how it's done.
