Valve Spring Damper Orientation

So as I posted earlier Im having to rebuild my motor after the cam button fiasco.
Decided to upgrade springs, my dilema is that the damper is closwr to oner end of the spring, is that end supposed to go on the seat side ( I think it is), or is it supposed to go closer to the retainer side?

If you’re running spring cups/seats that the damper would be contacting, then I’d run that end down.

If they’re stock heads that still have the factory locator step, and the damper would be sitting on that step, I’d run the “small end” up.

Edit....... I misread the question.
As far as the damper being high or low...... makes no difference.
They will equalize out during operation.

They are Eddy heads with the steel seat cup. Comp 924s. I wasnt sure if they would shift during operation.
Also I cant find any clarification when checking installed height, do you included the seat locator in the measurement?
Comp states to use the shortest height and that .020 +/- is an acceptable variance between springs? Is that variance for the shortest measurement or is it for the recommended installwd height? I have 2 intakes that measure 1.914 which is within in the 1.9 +.020. But I have one that measures 1.890 which is .024 difference?

"installed height" is the height of the spring PERIOD
