wood steering wheel horn ring

do anyone know by looking at pic of this horn ring contac,looks like it is for a 70 wood wheel not sure,but i have a 69 wood wheel my wheel did not come with the little metal ring on top of the larger black ring.is the small ring essential for making the horn blow,i have replaced everything but beep beep horn,horn was working before i changed steering wheel,i have the correct adapter to screw horn cap on with. column is grounded. this is just a pic to show the piece i do not have..see pic below. thanks

The lower picture looks correct for a 68-69 wood grain wheel. I believe that it is the same for a 70, although I'm not 100% certain. The only thing missing are the 3 screws that hold it to the wheel.

Not sure what that top one is from.
 
I'm no expert on woodgrain steering wheels, but there is a difference between '69 & '70 on the horn adapters. I think the '70 is a little larger diameter for the larger diameter steering column (with column lock). The only reason I know there's a difference is because I had the wrong one on my '70 and it left a gap where you could see the guts of the column a little bit.
