The larger bolt hole should come with a collar to take up the space between the bolt and the larger hole, I think that is how mine came, but mine did not come from summit.

If you are not going to use the mechanical pump, You might want to think about putting a bypass regulator on it near the engine, so you can run a return line to the tank. Mallory makes one and I'm sure other co.s do to.
95-1200 sportster. I'm 63 and still riding a 03 ultra classic. My wife and I have riden it in all 48 states and canada. We have ridden from W.V. to the Pacific coast 4 times, the last time was last spring. I bought the 03 new and now have 94,000mi on it and still going strong.
It's hard to tell without pics, but I think what you are talking about is where the front of the leafs bolt on. If I remember correctly the 4 bolt holes are almost square but not quite so that you cannot put the bracket on but one way. I hope this helps.
