Does the needle smooth out with increased RPM?
My cheap Jegs oil filled doesn't flop around @ idle.
Then too, it doesn't like the under-hood heat when hot as Bird indicates.
IMO, it'll likely blacken things out the exhaust as well.
Then too, if you must, consider electric heated choke or at least set up a manual choke......

....and don't forget to adjust it.
I believe that outer ring helps keep out the elements. A chunk that size surely will cause imbalance.
FWIW, many recent replacement drums for the 10" X 1-3/4" A body 8-3/4" don't have the outer ring at all.....
I've heard the negs as well and was second guessing a second.
My first yielded 12 years for me. Working on the 3rd for its replacement. Both were made in Mexico. I guess I'll find out if it's just a lemon in a blue top, lol.
Out of the box, maybe consider relocating the adapter plate bosses similar to this E to A adapter plate........

Take 'em out and shake 'em. You may have one that's filling with fuel and submerging.
Verify the seats are clean and tight. Reset dry float levels. Reassemble and install.
That's mainly an engine package book. Great to have for reference when building one.
I believe carb settings and tuning specifics aren't heavily covered in it.
Look for the Mopar Performance "Engines" manual or Direct Connection for the old jetting tips.
