My 'local' Napa store is also a distribution center. 6.5 miles away which is nice even though it can get pretty busy in the store. Then when they find your part, you have to mill around for 5 minutes or so while it gets sent down the conveyor. What's nice is they've always had what I needed in...

Put it wherever it's most comfortable for you with the seat adjusted to where you like it. If that shifter is anything like my Quicksilver, the way the cable connects to the shifter will dictate where you drill the hole. In my case, the hole was drilled slightly forward of the shifter base...
