Just thinking, but the idler pulley is lined up with the 3rd groove and the water pump pulley should be also. the back 2 grooves should run the AC pump and the alternator. That would leave the front most groove for the power steering pump. What if you placed the AC pump behind the bracket...
Heck, if it's a driver and not a show queen, I'd get lines from the parts store, premade in slightly longer form and if needed, put an extra bend or two in them to get the correct length needed. No cutting, flaring and call it done.

I agree with using water to get an idea of capacity. I have a pan similat to yours and it is a 10 qt pan. I use a 3 qt accumulator also and 12 qts of oil.
And you're right as an additional qt will be in the filter and such as the engine is running.
