I have never seen any with that much rust except one that came from I believe was an Illinois car with no front floors. That came up here in the early 80’s.

Yes. I have a parts charger with 318 in it. Very little use for it now. Has bucket seats, 150mph rallye gauges, center console, slapstick, and bulge hood. The car is located in Southern Louisiana.

If it's the cover leaking you could try tightening it. Big hammer and a very dull or rounded off chisel. Mark it to see if it moves.
