Ok.. Well my Charger came with I now for sure with a grey base plate.. So, I think grey was more like OEM than black. Maybe it differed for each of the two plants...?

You can also make a panel relatively easy to put that in the factory location.
I used a divider for a desk drawer.
It was already nearly the correct size and it WAS the correct thickness.
I also made it removeable by inserting a couple fingers into the cassette door and lifting up then...
It looks like in the photo your Passenger side headlight mounting bracket is bent up... I would get that fixed as these grilles are tight around the headlights with the molded fillers that are on the backside of the grille..
