If it is has original torque boxes, it should be a legit hemi car. I could be wrong but I thought only hemi cars and convertibles got those from factory.

The motor doesn’t work or just isn’t hooked up. That car was restored 25 years ago and it’s been like that ever since.

Maybe it’s simpler? Like fuel evaporation or whatever it’s called when your gas boils in your fuel pump or carb. You could try a carb spacer and heat shield fuel lines.

Go with the metal filter. Just change it when the motor is cold. Lay a little plastic dish and/or some rags under the filter and hose ends. Undo one side, tip it so most of the gas in the filter runs into the dish. Remove other end, pop the new one in. Shouldn’t take more than a minute or two...
