I did Google instrument panel for a 1967 charger and didn't see anything similar. I did see a t-handle that looked like a inside hood release. This T-handle was on the left of the steering column in line with the headlight and wiper switch

I agree but there's so much it's almost ridiculous. On the trunk dropoffs it's so thick as if it was done for decades which I believe it was. Not fresh by any means.

I would put it on a low trickle charge (2amp) until it comes up to snuff. Then drain it with something like headlights. Repeat this several times. This has worked for me before. Nothing to lose by trying. Good luck
