Probably would start off with a good tram bar, laser level , plum bobs, clecos and a jig that has been leveled and a complete shell for reference. Order as many parts as you can as amd is always back ordered ,and when they get stock it's usually out of stock in a week.
The ears on your crossmember are correct, however it was installed over top of what's left of your original crossmembers welds, I would take the bolts out and grind off the tacks holding the crossmember to the rail. Grind down the original crossmember welds, fix your rail and reinstall the...
As far as I know there's no patch for the crossmember available. Probably stuck with waiting for a complete crossmember or sourcing a used section from a donor

Who ever installed the lock cylinder/ emblem after the car was painted ,probably needed to file the paint build up around the holes to make the parts fit . Allowing moisture to be absorbed by the primer / filler that was left unpainted.
