It will likely be the difference in fins/inch, the WWW fins between the tubes on the air side.....as the fins are the heat exchange surface with the air stream......more fins/inch, the greater the heat exchange area.....the tubes conduct the coolant from the inlet tube sheet to the outlet tube...
