It sounds like the governor isn't moving freely. I'm sure you checked for debris when you had it apart. You've replaced, without guting it, most of the obvious part. Something in the clutch pack maybe.

Custom, yes, but I don't think Holley sells anything that large. They used to have the 600 cfm. 2bbl which would reach 650 with the optional velocity stacks, but you can't get it from them any longer.
