Can I use 1.6 roller rockers on stock valve springs on 915 heads?

Is there shims under the bearing on the pinion?

Can I get away with 12-1 dome pistons in a .30 over 383 with 915 big valve heads? It will eventually get aluminum heads.

I'm getting my 383 bored 30 over and the machine shop is telling me I need to have my crank balanced. It is a '67 forged crank and will have TRW flat top pistons. Do I really need to get it balanced? The crank is in perfect condition and I don't have a huge budget.
