probably motorwheel or Kelsey Hayes made them, but they installed thousands of them on their cars.
 
Chrysler was notorious for putting narrower wheels on their cars than either GM or Ford, When either of these companies were putting 7'" rims under their muscle cars, Chrysler was still putting 5 1/2" or 6" on theirs. The original Magnum 500's that Mopar used were 14 X 5 1/2. The Ford ones were 15 X 7. I once had a set of Chrysler 14 X 6 1/2 steelies, and found out they were used on Chrysler station wagons.
 
Most M body 5th Ave's came with four 15x7 on the road wheels and one 15x6 on the spare.

There was an option to get a 15x7 spare, but every one of the 5th Ave's I've picked have had three 15x7 and one 15x6 on the road wheels and no spare present.
 
Now...15x6.5 rallye wheels came on 75 and up Chargers.

Traditionally, it's been a real bitch to get trim rings for those, but a recent thread suggests some repop 15x7 rings are actually 15x6.5.
 
Yes they made the plain steel wheel in 15x6.5.
