1963 Savoy Windshield Cowl

Hi guys.

I am working on my '63 Savoy and it is full of bondo and rust.

I was wondering if the windshield cowl is removable.

A few hood bolts have dropped down in there and I can't see a way to get them out.

If it can be removed it would be a lot easier to refinish it too.

if you take out the windshield and fenders and drill out all the spot welds it is removable

Thank you but I am afraid if I take all that stuff off, I will never be able to get it back on.

Short of removing the cowl, how do you clean it out?

I don't see any access to get all the leaves and other stuff out of there.
 
The leaves and water come out of 2 oval shaped holes.1 on the firewall inside engine bay.2 on side of firewall ,under the passenger fender .
Bad design means both oval holes have a raised 'lip'...therefore water is retained in cowl area ,rather than drained

I would remove cowl as 53 years of service there is a lot of damage in there .If caught early it will benefit the next 53 !
