I was wondering what the finish was like originally for the dash plastic. Was the Chrome shiny or did it have more of a matt finish?

It's chrome plated plastic.
There is a member on here that restores plastic gauge clusters. Don't remember who at the moment.
Search the threads for chrome plating plastic...

I did "spray on Chrome" with a clear urathane top coat. It looks like factory finish................................MO

I guess my question should actually be like this. On the 1965 Polara dash plastic it is mostly ribbed except for raised borders. The ribbed area almost looks like an argent or silver color while the raised borders like around the radio look like shiny chrome. Does anyone have a picture of any NOS stuff?

I just had these pieces refinished to original.
These were done by Chrome Tech USA.

I had my '64 Polara plastic dash parts done here.....http://www.gcartrim.com/ Great guy to work with and he keeps in touch with you. He wasn't cheap, but there were other options for me if I wanted cheap. He did a really nice job and he had the parts back to me when he said he was going to. If I needed more work done, I'd sure use him again.

Wish I could say the same about quality from http://www.gcartrim.com/. Not really impressed with the quality; scratches showing through poor chrome. Was disappointed. And I get to look at it every time I drive the car. But yes was pricey.
