1964 Polara creeping in neutral

Just got my car back after getting a new motor and transmission rebuild. Currently when you have the transmission in neutral it creeps forward. The car is console shift with cable actuation. My assumption is the cable is out of adjustment. Do I need to removed the pan to measure everything or would it be possible to just take the bolt out and screw the adjustment plate in or out. If this is possible should I screw the plate in or out?

Second question, does anyone know if there is a replacement shifter which has more positive stops that will fit in the console and look semi-factory?
 
Can't remember pretty sure cable needs to go farther so screw to left. I would take screw our and move 3 holes and see if it was better.
Does it start in park, OK?

The other day it didn't. Just to make sure then, moving to the left would be "unscrewing? it?
 
Yes it would make it go in farther. Back it up tell it will start
