The special mask means it was probably a govt. type vehicle order (cop, fire,) I don't know for sure! I've never seen one and I've been fooling with the early bs for 40 years!

That tag is typically found on fleet cars like cop cars, or a car built as part of a special fleet (corporate, gov't, military, etc)
Was the car an ex cop car?

Thanks for the help guys, one more bit of info on the car, I do know it was originally a 4 speed car and radio delete, I do not claim to be an authority on this but would a 4 speed be in a fleet type of vehicle in that time?

Maybe...is the other fender tag still there?

I don't know nothing about what you have there.but ive never seen that it looks like a "Rare" vehicle..id be lookin into that big time..God Bless..Bear R.-

The fender tag reads as follows
R351172XXX
R=Belvedere
3= V8
5=model year (1965)
1= Lynch Road Plant
remaining numbers are the sequential production number

Any further help appreciated
