1967 Belvedere GTX front fender lower hole

Was underneath my new to me as of last year '67 GTX and noticed these empty holes in the lower front fenders forward of where the fender supports are bolted. Anything supposed to be in these holes? Found a good pic online and circled in red....

not sure what it's for, but evident in this pic...... obviously a stamped hole, or I would have looked into it......

I did find a pic of a '66 Belvedere and it looks like this car has some sort of forward fender shield bolted in this hole...
