1967 Dodge coronet Lower Plenum rebuild

Rebuilding the lower plenum on my 1967 Dodge Coronet. Any one have experience doing this. Since im replacing the top plenum cover wanted to see if anyone has an idea how to improve this area from debris, leaves and dirt that gets wet and rots thru the area past the air horn

I think part of the problem is the "drain" that goes down the side underneath the fender.
It's too narrow, and has a tight 90* bend at the bottom.
I've been considering opeing up the exit hole to allow for better drainage and the ability to get leaves out without them getting trapped.
 
YY1 where do you mean? I know the base of the air horn only has 1/2 inch space and dirt and leave get clogged and stauy wet can you just be more specific. I woas thinking I would cut the base of the air horn back 1 inch and reshape to allow debris to flow around. Then after metal work I would lead everything in instead of bondo crap or seam sealer.
