1967 satillite

Does anyone know if the passenger side front brake line goes through the hole in the inner fender or through the hole in the rubber cover on the inner fender.

I just went out to the garage and looked at my 1967 Coronet R/T. The brake line goes out through the rubber flap on the passenger side.
