Am I missing a bulb holder that should be there?

It looks like the missing one is "not used" per the above photo.

Intersting, as I shined a light from the back I had decided that one did not do anything interesting. What is also interesting is why would mine have what appears to be factory tape over the turn signal indicator holes?

Mine had tape over the holes too. It was because cars with fender mounted turn signals didn't have these active too. Maybe the Chrysler bean counters thought they could save a nickel by leaving them off. I removed the tape on mine and inserted bulbs/holders and they work fine with the fender units too.
