1968 monaco rear brakes dragging

Hey i have a 1968 monaco 4 wheel drums and power brakes. The rear shoes drums and pads as well as the rear wheel cylinders and master cylinder are all brand new. Park brake cable are disconnected. Yet it stil seems to be dragging. Any ideas? Could my star wheel be over adjusting? Or metering valve bad?
 
They may just need to wear in a bit if the shoes are coarse and the drums have a little tooth to them.
If so it should clear up on its own.
Does it smell like burning brakes after driving it?
We had a 66 newport when I was a kid, the rear shoes when new were just too thick, it's possible the e-brake cable was the culprit it was a long time ago.
if you can pull the drum (it may be too tight) and check:
1. Adjuster is back all the way? star wheel up tight to thread coupler.
Usually you can see a few threads even with new shoes installed and adjusted to just be able to get the drum back on.
2. Is the wheel cylinder retracted completely? Can you press the shoes together at the top with your hands on each side?
 
Sorry for the late reply, yea it smells like brakes burning, ill pull the drum back off this weekend and check over the parts again. Thanks
