1969 Coronet speedometer help

I recently bought a fully restored instrument cluster off of eBay. I have put my whole dash back together and I am having trouble with the speedometer now. My speedometer is not working property. At a very slow speed forward, 5 mph or so, the speedometer will go all the way over past the 120 and will stay there. It will only move back when I put the car in reverse. It sometimes moves all the way back and sometimes gets stuck somewhere in the middle. I’ve disconnected it several times and reconnected it to see if it would fix it but it has not. I checked the cable while it was disconnected from the back of the speedometer and it is spinning. I’m not sure if it’s the cable or the speedometer. I’ve disconnected it again and now my speedo sitting at 90 mph. Hopefully it’s not the speedo, I really don’t want to take this dash apart again. Any help is appreciated.
 
Dang....if you disconnected the cable & it's stuck at 90mph, it's the speedometer. Sorry brother.
