1970 push out window seals

I am in the middle of replacing my rear side push out window seals. The window glass to the seal is much better, however there is still a small gap between the Lower horizontal outside seal and the lower horizontal Interface with the body. Is that supposed to be tight or does it just rain into the door and go out of the bottom?
 
I think that's supposed to be tight. Yes, there are drain holes in the quarters, but I'm 99% sure it should still be tight. Is there something you can adjust in/out with that window? Is the seal loose on the outside since it's super-duper tight on the inside?

I've got it pushed out as far as the screws will allow. Is there another seal?
 
Looks like there is another seal/lip along the bottom edge that seals against the quarter panel. So I guess water does go between the upper edge of that seal and the top of the quarter but gets diverted along that lower seal.
