1971 383 "HP" block

I recently got a bare 383 block and am trying to figure out what kind of car it might have come out of, and also what the assembly plant was. Here are photos of the two pads. First the VIN:

So my first question is, what did "HP" blocks go into in 1971, and second question is, can anyone decipher what the assembly plant letter is in the VIN? It's a little too faint for me to tell, but someone here might have a good guess (could be a B, D, E, F, H, or something else?).

Anyone? I've read that only RR's and SB's got the HP block in '68 & '69 but it sounds like other models got the HP block in '70 and '71? Thanks
 
In 71 all Satellite models except GTX and all Charger models except R/T could have an HP383. Including 4-drs, wagons and cop cars.

C-body could have an 383HP too.
