Anyone know of a source for plain grey vinyl seat covers for a non split bench? I need front and rear for a police fleet car build.

Not yet. I’m not sure if they are interchangeable. I’m very new to the Plymouths. This period in American automotive history seems to be one of complete manufacturing randomness, where year models and features only seem to last a few years before major redesigns force parts to be very different.
