My wipers aren't working and I'm almost postive it's the motor but here's the question: The car has a 3 speed motor in it but the switch is the 3 position rocker switch. Is that correct or has somebody swapped in a 3 speed motor where a 2 speed was? Based on the switch, it would seem to be off, low, high.

Your switch is a two speed the 3 speed has off, low, med, high. You need the correct switch for the motor to operate correctly

So, it's likely that somebody swapped in the 3 speed motor and the car originally had the 2 speed motor, would you agree? Does a 3 speed switch look the same as the 2 speed?

Are we talking 68-70? If so yes they look the same from the front panel view. The 3 speed switch is easy to identify when out or from the back side of cluster,it has a square external
resistor on it.

It's a 69. So the 68-70 2 speed motors look like the 3 speed? I thought they had looked completely different???

No, the motors look completely different. It's the SWITCH that looks the same from the front (or looking at it in it's installed position) If you look at the switches out of the instrument panel then it is easy to see the difference on the back side. As mentioned above, the 3-speed switch has an external rectangular resistor on it.

Gotcha, I'm pretty sure the switch is original equipment so my thoughts are that original 2 speed motor was changed to the 3 speed.

Issue is that the car has a 3 speed motor (that isn't working) but the switch only has 3 positions (off, low, high) It was like this when I bought the car and I'm assuming that someone put the 3 speed on the car. I'm trying to figure out what the car had originally.

Is the fender tag present? J25 is the code for three speed wipers

Easy enough to make sure the motor is the issue, see if there is power there? A 2 speed switch will work with a 3 speed wiper, I had a car with this situation wiper worked just didn't have 3 speeds. I would make sure its the wiper motor before taking it off, it sucks to do and undo..

10.4 on the double check, When I turn them on, I can here the motor making (some kind) of a noise and the wipers started to move but barely then quit. Wipers can be moved by hand but there is resistence so I know they are attached.

Sounds like a bad motor.
