440 4-Speed Clutch - Weird Washer

Just bought a '70 GTX with a 4-speed. I want to remove and grease the Z-bar (torsion shaft).

Pulled the access panel, the shaft coming from the clutch pedal has a weird lock washer where it connects to the Z-bar. Is this the correct washer from the factory? How can it be removed? Once removed, can it be re-installed?

AH. Thank you. There's a clip like the one in your photo on the other end, the one that goes to the clutch fork.
 
Some one did not have the proper clip, and used a clip that holds the emergency brake lever to the brake shoe.
 
AH. So that's what that clip is from!

(I think the bushings are bad, which is making the clutch harder than normal to press, which is why I started looking at this.)
