6 pack outboards question

My question is will the outboards start to open up if the car is in neutral and you rev it up to 3000 rpm? I was reading on a couple forums there has to be a load on the car for them to open. I thought vacuum opens the outboards. I trying to diagnose a problem on my setup. thanks Dave
 
Nope, as others have stated, engine needs to be under load.
But, the real question.......what issue(s) are you trying to fix/diagnose?

added 1/4 carb gaskets and I feel the outboards are not opening. Had to recenter gaskets the first round. Thinking gaskets are causing a vac problem. Drove in 1st at 2500 rpm then floored it and the did not break lose. Carbs ran great before I added the 1/4 gaskets.

gaskets could be on backwards. check them.

YES....you are correct....a vacuum signal generated by the center carb's venturii pressure causes the end carbs start to open....but .... just revving the engine will not generate the needed sustained pressure drop signal to begin opening the end carbs. In addition, there is a small ball check valve and orifice in this venturii pressure drop line to insure that the vacuum signal is high enough and sustained to prevent premature opening of yhe end carbs and causing a lean condition condition or bog. If you have a stumble or bog when the end carbs start to open, the end carbs idle transition is too lean plus perhaps someone but in too light a spring in the secondary vacuum diagram housings. This lean condition can be fixed by adjusting the end carb's idle mixture screws, usually hidden behind lead plugs in the base flange. Usually, 1/4 turn richer will fix the issue.
