64 Metal Frame Splash Shields

My 64 wagon has 2 in the front and one behind/below the steering box.

I see holes on the passenger side, is there supposed to be a 4th?

Never saw the long one on any other 62-64.

The long one is starter motor splash shield. Sometimes they get left off after service to starter.

Is there supposed to be another on the passenger side?
I see a few holes on that side, but no shield.

No. Just on the side with the starter.
