64 Polara disc brake conversion problems

Purchased (2 years ago) dual master cyl /boosted disc brake conversion kit from Right Stuff for my 64 Polara. Cannot generate enough pressure to operate front brakes. The car creates plenty of vacumn. Have switched master and booster-- same problem. Almost no travel (max 1") to brake pedal. Seems as if master cyl push shaft is binding,-but remove brake lines from M/Cyl and there is reasonable travel to the shaft.
Right Stuff has exchanged some part and offered suggestions and I have had at least 4 hot rodders/ professional mechanics who have not been able to solve the situation. There has to be a suitable dual master cyl and a way to mount it on this car.
I have a beautiful car that is unsafe to drive.

Was the car originally drum brakes? What bore is the master cylinder? What size are the caliper pistons? If formally drum brakes, what pedal linkage are you now using? Usually, it's a combination of all to get the right feel for the brakes. My '70 Challenger was a manual drum brake car. I have the 11.75" Cordoba rotors, slider calipers with 2.75" pistons and 1" bore MC. I am still manual brakes and use the original drum brake distribution tee, but use 13/16" Dakota rear wheel cylinders for proportioning. My car stops good. Your Polara is probably heavier than mine, so power brakes would be easier to use.
Have you seen Rick Ehrenberg's disc-o-tech article for disc brake conversions?
Almost sounds like your MC bore is too big. Smaller bore would give you more pedal travel. What does the FSM say for MC size for your car?
