It doesn't look like a pos but I agree that the dude is on a fishing expedition. I know that when I'm looking at pretty much anything used for sale that doesn't have a price posted then the seller obviously doesn't know what they're doing and the assumption is that they're asking too much. A little more info would also be nice.
It's different if you walk up to somebody whose car is NOT for sale and ask. THEN you should make an offer. But if somebody has something "for sale" there should be a price.

Uh...perhaps that IS the case if he is original owner. And it was listed on craigslist. perhaps he is trying to ge tthe most for his money.

Again, a neat car!
Not much to go on, with just one pic. Odd too, that the car is lettered "C/SA" on the sail panel. NHRA rules in '65 were Horsepower, into weight - to determine class. Unless this car had weight added (not likely), it being a Belvedere I, (originally), with a 383, & a 4-BBL Carter AFB carburetor, it would have run NHRA "B/SA" (If it was a 2-BBL version of a 383-then maybe C/SA).
A '65 Belvedere II 383/4BBL, would have run "B/SA" Only the "383/4-BBL" Satellite's in '65 would be in "C/SA", or "C/S" with a 4-speed. The Satellite being heavier, by virtue of it's standard bucket seats, & console. They ideally, fell into the top of "C/S or C/SA", which worked-out very well. Especially, since 389/360 horse GTO'S ran "B/S, or B/SA." Car looks good, & indeed would be nice to have an idea of price, & add'tl pics.

Apparently this '65 BEL I did run C/SA in 1969. With the 426 street hemi, & 427 Chevrolet's in '66, the 383 4BBl BEL I & II was moved down to C/SA, & C/S.
