65 Coronet steering wheel cover

I am trying to install the steering wheel cover on my 65 Coronet. I have the cover and the small plate that goes on the back of the cover. However, when I attach the this to the steering wheel I still have a large amount of play and it's not on securely and the horn does not work. If I press the wire the horn is connected to without the wheel cover on the horns does work.

Here is a pic of what I am attaching the wheel cover too. Am I missing something?
