66 Coronet rocker cover plate

Anyone have any advice on taking off the plate that covers the wires that run along the door sill? Looks like there are some clips that go through, but I'm not exactly sure how to get to them. Fixing to replace the floor and need to get these off.

it is spot welded to rocker, needs to be drilled and removed. Once its out replace with carpet wire protector tape instead of reusing the metal one. Safer less chance of electrical shorts after..
