66 Satellite steering column mounting

I am putting the steering column back in my 66 Satellite and noticed that there is really nothing substantial holding the column to the bottom of the dash. I know the column has been replaced so I am wondering if something is missing. There was just a rubber sleeve around the column and the bottom "strap". When I tighten the strap, it crams the column up against the dash trim piece. There is plenty of room on the studs so I am thinking that there is an upper shim or something that should be there to take up some of the room and give a little clearance under the dash. Any input would be appreciated. Thanks in advance.

That sounds right. Here is a photo of mine. The only time my column had been out is when i removed it to restore the car (2011 ish). I know, because I got this car from my uncle...the original owner.

You can shim the column to adjust it downward to your comfort. As you mentioned, there is plenty of mounting stud length available to do this.
 
Thank you very much, at least I know that something isn't missing. I will shim mine down just a little.
