67 gtx steering column question

cant figure out where the two larger screws go to fasten bottom to top collar. the bottom collar does not have tapped holes. its the rusty one in upper left. thx, bob

they have a floating kind of nut that gets caught in a slot
 
Thanks. Cleaned off my bench and found the two little square nuts. And it is a job. Still trying to get them seated. Thanks again
 
Just tighten slowly you can use your finger or a screw driver and push them into place while tightening
 
You probably got it by now, but that's why there is a ramped (out)side to the "box" which the square head tightens into. It IS tricky - the setup is more geared towards column shift where the lower collar rotates but seems kinda useless for floor shift.

68/9 square headed screws but same idea. With the nut barely started it is long enough.
