Yes - they will physically fit and work fine. The only difference is the 66-67 have a round hold pass through for the A/C ducting while the 68-70 ones have an oval hole.
I think the pedal offset is a little different also. I talked to Brewers on this and they said as long as you are swapping the complete assembly including the brake pedal and upper brackets, it all will work. You just can't have a 67 clutch and 68 brake pedal or vise versa.
I'm going the opposite way as you.....I have the 69 pedals and am putting them in a 67
