I was searching for a new glovebox liner and on at least one website found one listed for '68 and on listed for '69. It looked like there might be slight differences between them but it was very hard to tell from the pictures. Does anyone know what the difference might be? The one for '68 was out of stock and more expensive than the '69. Since I am converting to a rallye dash, I think the dash that I got is from a '69. Does that matter? Should I get a liner for a '69?

NO! it’s a different part, the difference is the location of the fuse box on a 68. Look around for the right part.

As @R413 states, 68, 69 and 70 B-Bodies are all different. Basic profile other than the fuse box area. Strange that they charge more for a 68 than a 69 as I price them all the same. Also, no difference for either standard or rally dash and no difference for Dodge vs Plymouth and A/C or non A/C.
