its driver condition at fully restored price right????

It is a driver. That puts it in a place that is tough to value. A fully restored car may bring more. Some looking at the car will see it as a starting point for a fully restored and pass because of all the work that needs to be done to get it there.
A non running rusty project is the other end of what someone may be looking for and the cost of making it restored would depend on many things.
Some are looking to invest and others may just want to enjoy a driver with a future in mind.

"Partial Resto"?

What exactly if anything is restored on this car?

I chose the term "partial resto" with no intent to mislead. The engine is from a 70 charger rt and rebuilt to stock with hemi cam. All mechanical parts were removed cleaned, fixed as needed. Suspension, brakes, window lifts, transmission, diff. etc.
Replaced headliner, seat covers and carpet.
I painted the car in 1997 and started it in 98. Around 2005 or so some small bumps appeared in the paint and I picked them open to see how far the rust went. It has stopped. The floor pan is without rust and the frame is sound as well with factory undercoating in good shape. All original 500 pieces are there and in good shape. The car has about 2k miles since started and been kept in a dry heated garage. I have a full GTS inspection report from 2002. The original engine was tired and had a burned exhaust valve. It should be fine to restore (rebuild, refurbish, whatever term). Factory AC is all there but not been charged. Tac did not come with car and doesn't work.
